An Air Force member claimed reimbursement for telephone service charges he incurred for private telephone service installed in a Government dormitory for a period during which the dormitory was being renovated. The payment was authorized by the base commander as a lower cost alternative to reconnecting the service. GAO held that the member could not be reimbursed for either the telephone service or the cost of reconnection because reimbursement of a basic service charge paid by a member on a telephone installed in a Government dormitory for a period during which the dormitory was vacated by order of the base commander is not allowed by statute. Accordingly, the claim was denied.
