GAO responded to a request that it halt an investigation that was initiated pursuant to a congressional request. The investigation was to determine whether Federal funds were used illegally by certain organizations involved in anti-workfare demonstrations. GAO noted that: (1) it is empowered by statute to investigate all matters related to the use of Federal funds; (2) its investigation should not intimidate the involved organizations in the exercise of their First Amendment rights; and (3) its investigation of the matter was entirely appropriate.
