A firm protested a Department of the Treasury contract award for a computer graphics system to be delivered and installed at a Saudi Arabian Government facility. The work was to be paid for entirely with funds deposited by the Saudi Arabians in the Treasury, which would act as the custodian and banker for the owner. Since the funds were not subject to the restrictions applicable to appropriated funds, the protest was not for consideration by GAO. Accordingly, the protest was dismissed.
