GAO was asked whether bumper stickers promoting compliance with the federal 55 mile per hour speed limit which are attached to many government-owned vehicles constituted a form of lobbying by the administration in violation of appropriation restrictions, inasmuch as legislation has been introduced in Congress to repeal the 55 mile per hour speed limit. GAO concluded that such bumper stickers do not constitute a violation of the applicable appropriations restrictions on lobbying.
