A firm protested the elimination of its proposal from the competitive range under a request for proposals issued by the Army. The protester contended that the Army improperly determined that its proposal was unacceptable because its proposed staff and facilities were substantial distances from the contracting activity, and it asserted that it was as capable as any of the companies which the Army placed in the competitive range. Bid protest procedures require that a protest be filed with GAO within 10 days after the basis for protest is or should have been known, whichever is earlier. Since the protester failed to file its protest within this timeframe, it was dismissed as untimely.
