An association complained about a contract award under a Department of Housing and Urban Development grant to build low income housing. The complainant requested that GAO review the propriety of the award and the rebidding under a resolicitation. GAO stated that it limits the parties that can initiate a review to those with direct and recognizable interests. GAO did not consider the association an interested party since it was neither a bidder nor a prospective contractor. GAO also noted that the association's actual complaint appeared to be against the site selection for the housing project, and it stated that this was not a procurement issue for GAO review. Accordingly, the complaint was dismissed.
