[Claims for Extra Compensation Under the Changes Clause of a Contract]

The General Services Administration submitted two claims for expenses allegedly incurred by a contractor and its subcontractor in the performance of changes to a contract with the now defunct President's Commission on Pension Policy. The contracting officer contended that the claims represented work that was not authorized to be performed and notified the contractor that any changes made without approval would cause them to be working at risk. GAO will not approve payment of a claim for extra compensation where there is no written evidence that the alleged extra work performed was authorized. The contractor has not met it's burden of proving that the changes which it allegedly performed were properly authorized. Accordingly, the claims were denied.
