A firm protested the small business size standard classification contained in a Navy solicitation. The protester further argued that, as a result of the allegedly improper size standard, the performance bond requirement was unreasonably high. Regulations require the contracting officer to make the initial product service classification determination and size standard to be used for any procurement with the right of appeal to the Small Business Administration (SBA). The SBA determination is conclusive and, therefore, GAO does not consider such matters. Accordingly, the protest was dismissed.
