A firm protested two contract awards, one for ambulance services and the other for guerney and wheelchair transportation services, to another firm under two Veterans Administration solicitations. The protester contended that the contractor's vehicles were not licensed in the State in which they were to be used and that the contractor was subcontracting part of the services contrary to the contract provisions. GAO did not review the case because contract performance requirements are a matter of contract administration. Accordingly, the protest was dismissed.
