Pursuant to a congressional request, GAO commented on the legality of a ruling prohibiting congressional members from waiving all or part of their salaries. GAO noted that, by statute, congressional members could: (1) not waive any of their salaries; and (2) donate all or part of their salaries to the government to reduce the public debt.
