GAO was asked for guidance concerning the interpretation of Federal Travel Regulations with respect to travel and the transportation of household goods by Federal employees and their families, who have been separated from service after completion of a tour of duty outside the continental United States. The questions asked centered on the application of a requirement that travel and the transportation of household goods commence within a reasonable period of time which in no event may exceed 2 years from the date of the employee's transfer or appointment. The time limitation also applies to the travel of the employee's dependents. In the case of an employee leaving the Federal service, the effective date would be the date the employee is removed from the active rolls.
