A firm requested reconsideration of a Claims Group settlement of its claim for time and effort expended in performing services. The agency sent the protester a check, which the protester subsequently cashed, for the amount that GAO concluded to be allowable on a quantum meruit basis. Upon reexamination of the settlement, GAO concluded that the original decision was legally and factually correct and was based on full and careful consideration of the record. The protester's retention of the proceeds of the check and knowledge of the basis upon which the check was tendered constituted full accord with the settlement and precluded any further payment. Accordingly, the claim was denied.
