RAM PROTESTED INITIALLY TO DCSC. DCSC DENIED THE PROTEST BY LETTER OF JUNE 2, 1981, WHICH WAS RECEIVED BY RAM ON JUNE 8. RAM'S PROTEST TO US WAS RECEIVED ON JUNE 23.
