Highlights

A firm requested assistance from GAO to resolve a number of disputes between it and the Air Force concerning the performance of a contract for maintenance of family housing units at an Air Force base. The firm objected to the Air Force's failure to resolve problems encountered in the performance of the contract which led to its termination for default. Protest procedures provide for consideration of complaints concerning whether an award complies with statutory, regulatory, or other legal requirements. GAO has held that its authority does not include intervention between a contractor and a contracting agency for the purpose of resolving a dispute arising under a contract. This is a matter for settlement pursuant to the disputes clause contained in standard Government contracts. Therefore, the protest was dismissed.
