A firm protested the rejection of its proposal. The proposal was delivered late by a commercial carrier because the day before the proposal was due was a Federal holiday. In order to be accepted by the agency, notwithstanding its late submission, the proposal would have to be for acceptance under the late proposals provision which had been incorporated into the terms of the solicitation. This provision applied only to proposals that had been submitted by mail, and the protester's protest was submitted by a commercial carrier. Thus, consideration of the protester's proposal for award was not permissible, and rejection of the proposal was proper. The protest was denied.
