A firm requested reconsideration of a previous decision which denied its protest against the award of a contract by the Department of the Navy to a second firm. The contract was for standard depot level aircraft maintenance. GAO held that the agency had acted reasonably in affirmatively determining that the awardee was capable of performing the contract in accordance with the request for proposals requirements. The protester did not present any new factual grounds showing that the determination lacked a reasonable basis. Accordingly, the prior decision denying the protest was affirmed.
