Protest of Procurement Procedures

A firm protested the procurement procedures employed by the Bonneville Power Administration (BPA) in a solicitation. Under legislation, BPA is empowered to settle with finality any claims arising from its own contracts. It has been held that the BPA contracting activities do not fall within the account settlement authority of GAO. Therefore, GAO was unable to consider the protest.
