A company protested the award of a contract to a large business under a solicitation which was initially a small business set-aside. The company also protested the procuring agency's refusal to include it on the approved source list for the procurement. The agency subsequently canceled the solicitation and advised that the company had been included on the approved source list for the resolicitation, thereby resolving one of the issues of protest. The cancellation of the solicitation rendered the protest concerning the making of an award under that solicitation moot. Accordingly, the protest was dismissed.
