Reconsideration was requested of a protest, previously dismissed as untimely, against the cancellation of an Army solicitation and the refusal to consider a claim for proposal preparation costs. The reasons presented did not provide sufficient basis for reconsideration of the prior decision. Filing an information copy of a protest to GAO with the contracting agency does not render timely an otherwise untimely protest, even when the information copy would have constituted a timely protest had it, in fact, been a protest to the contracting activity. Accordingly, the protest was not for consideration and the prior decision was affirmed.
