Questions were addressed concerning the Administration's reported proposed sales of military equipment to Morocco for use in combating an armed struggle for independence in the Western Sahara. Of specific concern was the proposed reinterpretation of the U.S.-Morocco 1960 military accord and whether it is consistent with the language of the accord, the interpretation of legitimate self-defense, and the sales' consistency with international legal standards and applicable U.S. arms sales law.
