A firm protested the proposed award of a contract to another firm alleging that the firm had offered to use personnel from the protester's staff and that the firm based its proposal on proprietary information obtained from the protester's employees. GAO believed that this case involved a question of alleged improper business practices. As such, it was a dispute between private parties and was not for consideration by GAO under its Bid Protest Procedures.
