The question decided was whether a purchase order constituted a legal obligation of a fiscal year 1978 appropriation when the job description was not issued until after the close of the fiscal year. Due to the lack of a job description, the order was not firm and complete, and therefore, not legally obligating. Accordingly, the invoice submitted by the certifying officer was not permitted to be paid with a 1978 appropriation.
