Claim for Payment of Unauthorized Services on Basis of Quantum Meruit

A company requested review of a previous settlement which had disallowed the company's claim for storage and handling charges for Government-owned carpet. Payment for unauthorized services on the basis of quantum meruit is not allowed where the Government receives no benefit from the services.
