The Navy Ships Parts Control Center issued an invitation for bids (IFB) for washing machines to be used aboard ships, and the protesting firm objected that the IFB specifications contained a cylinder volume requirement that was unduly restrictive. The protester's bid was rejected as nonresponsive to the cylinder volume specification. Since the firm did not protest the restrictive requirement prior to bid opening, the protest was dismissed.
