A bidder protested the proposed award of a contract to another firm by the Tennessee Valley Authority (TVA) under an invitation for bids (IFB). The protester contended that the proposed awardee did not submit a bid responsive to the IFB. A protest against procurement by the TVA will not be considered because GAO is precluded by the TVA Act from disallowing credit for expenditures which the TVA Board has determined necessary to carry out the purposes of the TVA. The protest was dismissed.
