Untimely Protest Alleging Specification Deficiences

A firm protested specification deficiencies in a request for proposals issued by the Navy for the procurement of plasma spray equipment. Since the protest was filed after the closing date for the receipt of initial proposals, it was untimely under Bid Protest Procedures and was not for consideration.
