A corporation charged that modification of an existing contract by the contracting agency, allegedly caused by the contractor's lack of responsibility and its attempts to "buy into" the contract, resulted in improper award. The fact that subsequent events may have proven the agency's preaward assessment to be wrong, was insufficient reason to review administration of the contract. Issues raised by the protest were not reviewable by GAO; no further action was taken.
