A company protested the award of a contract for elevator repairs on the grounds that its bid was improperly rejected as nonresponsive because of its failure to provide a bid bond required by the IFB. The protest was denied because: (1) it was untimely since the basis for protest was known to the protester before bid opening, and the protest was not filed until after bid opening; and (2) it was nonresponsive because of the failure to provide a bid bond which was a requirement of the solicitation.
