A WG-10 employee appealed the denial of his claim for a retroactive temporary promotion and backpay for detail to a higher-graded position and submitted new evidence to support his claim. A computer printout did in fact show that the employee was assigned to a WG-11 position for a period of 5 years, and it seemed implausible to GAO that an agency would detail an employee to a higher-graded position without the expectation that the employee would perform higher-graded duties. Accordingly, the claim may be paid if otherwise proper.
