A company protested the rejection of its low bid by the General Services Administration (GSA) for the construction of a vehicle maintenance facility and parking structure. GAO agrees with GSA's finding that the company's low bid was nonresponsive since the bid did not expressly reveal commitment of the bidder to do the required mechanical work either with the bidder's own employees or with a named subcontractor.
