A Federal employee requested reconsideration of a settlement which denied her claim for backpay and restoration of leave incident to a period of suspension from her employment following her arrest on criminal charges. Despite subsequent dismissal of the charges, there was no finding by an appropriate authority that the suspension was unjustified or unwarranted. Since entitlement to backpay and leave restoration is dependent upon an unjustified or unwarranted personal action, the disallowance of her claim was sustained.
