Request for Overseas Tour Renewal Agreement Travel Expenses

An Air Force employee, who was a teacher at the Navy dependent school in Newfoundland, Canada, was notified while on home leave of an offer to transfer from Newfoundland to the Azores. He accepted the offer and returned to his old station to arrange transportation of household goods and to complete processing of the transfer. He also traveled to his second location under amended home-leave orders. The Air Force requested an advance decision as to whether the employee may be reimbursed for his original travel while on home leave which involved his return to Newfoundland. There was nothing in the record to indicate that he was required to make this trip immediately. It was held that the employee was entitled to only one home-leave trip between overseas tours. In this case, he should be reimbursed travel expenses incurred not to exceed constructive costs of one round trip between Newfoundland and the second home-leave location, which was authorized by original orders, and from there to the new station, since the agency required him to return to the old station.
