An individual protested cancellation of a contract awarded to him, claiming that he had a valid contract under terms of the solicitation and that cancellation because of an alleged administrative error was improper. The award was unauthorized because notification of award was sent to the second low bidder, and the statute governing disposal of surplus Government property requires awards to be made only to the highest bidder.
