Question of Bidders' Capabilities To Comply with Specifications

A company protested two contract awards, contending that the awardees can offer lower prices than the protester's only if they do not comply with specifications. The awardees' capabilities to comply with specifications are a matter of responsibility and not for review by GAO. Future compliance with specifications is also not a matter for consideration by GAO.
