A small business bidder protested a contract award under an invitation for bids (IFB) erroneously issued as a total small business set-aside. The small business set-aside was removed in a last-minute amendment received by the protester 3 hours prior to bid opening. Because the protester was ineligible for the award under a total small business set-aside, and the last amendment removed the set-aside, the protester suffered no prejudice by the lateness of the amendment. The protest was denied.
