Protest against Award of Contract prior to Appeal of Small Business Status Decision

The protester objected to the award of a contract to any other bidder until the Small Business Adminstration acted on its request for reconsideration of a decision by the Size Appeals Board. GAO has no authority to direct a contracting activity to withhold award pending such an appeal.
