Protest Regarding Cancelled Solicitation Dismissed as Moot

Two copier equipment firms protested a solicitation issued by a consulting firm under contract to the Interstate Commerce Commission (ICC) on the grounds that the procedures the consulting firm followed were not in compliance with Federal procurement procedure policy. It was also asserted that the contract constituted an improper delegation of ICC's managerial and administrative functions, therefore circumventing Federal Supply Schedule requirements. However, since ICC ordered the consulting firm to stop work on all portions of the contract involving acquisition of equipment by ICC, the solicitation which the protesters question was canceled. Those portions of the protests concerning the propriety of solicitation specifications were moot.
