A question was presented as to whether the pay and allowances otherwise due a member, which had been previously forfeited in accordance with a court-martial conviction that was reversed on appeal, can be considered as part of the settlement of his final account and set off against his debt to the United States Government. The pay and allowances which became due upon reversal of the conviction may be considered part of the member's final account and available for setoff.
