A decision was requested on the propriety of paying an incentive award to an employee who made suggestions resulting in a reduction of costs to his agency. An employee may be given an incentive award for contributing to the efficiency, economy, or other improvement of Government operations. The agency may follow intangible benefits guidelines or any other system of incentive awards consistent with the law and its regulations.
