Claim for Costs Incurred in Preparation for Change of Station Which Was Cancelled

An Air Force member claimed reimbursement for expenses incurred in preparation for a permanent change of station for which no orders were issued and no travel performed. Because no orders were issued regarding a change of station, there is no authority to reimburse the member for such expenses or for payment of a dislocation allowance.
