A company protested the cancellation of the labor surplus area set-aside portion of a solicitation and the award of any contract under a resolicitation. The agency properly refused to make an award under a solicitation which erroneously contained a priority listing for a labor surplus area set-aside derived from a superseded Defense Manpower Policy. All parties were on constructive notice of the change in policy because of its publication in the Federal Register.
