An employee requested reconsideration of the denial of his request for a retroactive temporary promotion and backpay for an extended detail to a higher-grade position. Although he alleged that he was detailed to an audit manager GS-14 position, the agency contended that audit manager is an informal organizational title and is not an established position. The employee may have performed duties of a higher-grade position, but he is not entitled to backpay unless his position has been reclassified or he has been promoted.
