A company protested the rejection of its bid because its bid bond named another company although the protester claimed that it was a wholly owned subsidiary of the company named on the bond. A bid bond requirement constitutes a material part of a solicitation and, when the bond contains a different name from that of the offerer, the bond is deficient. This defect may not be waived as a minor informality, and the protest must be denied.
