Allegations of Bidder Nonresponsibility Not Reviewed

A company protested a contract award, alleging nonresponsibility because of the low bidder's failure to obtain approval of preproduction samples. GAO does not review determinations of responsibility unless fraud is alleged; the protest was dismissed.
