Untimely Protest against Step Two in Two-Step Procurement

A company whose proposal was considered technically acceptable for step one of a two-step procurement protested the agency's making step two bids subject to an amendment to the solicitation. The protest was not filed within 10 days of receipt of the contracting officer's letter and was untimely.
