A company protested rejection of its bid because the agency found it was not responsive to a line item and had to be rejected on the basis of an "all or none" restriction. The company's bid on an FOB origin basis rather than on FOB destination basis as required by the solicitation was properly determined to be nonresponsive. Acceptance of an aggregate bid was proper when all other bids were presented on an "all or none" basis.
