An employee claimed a retroactive temporary promotion and backpay for a period in which he was detailed as a GS-14 to a GS-15 position. The position was reclassified to GS-14 and later again classified as GS-15. The employee, who was improperly detailed for more than 120 days, was entitled to backpay for the period commencing 6 years from the date his claim was received at GAO and ending at the date the GS-15 position was reclassified to GS-14.
