A member's claim for reimbursement of charges for reconnecting his private telephone when he was required to move to new Government quarters was questioned. A former decision, which changed the interpretation of 31 U.S.C. 679 and held that telephone reconnection charges arising as a result of required relocation were reimbursable, was to be applied only to the class of claims involved in that decision. The present claim was of that class, but all claims not of that class must have arisen on or after the effective date of that decision to be considered under the new rule.
