Allegation of Unreasonably Low Bid

A company protested any award to the low bidder because the bid was unreasonably low and questioned the low bidder's responsibility. There is no basis to preclude a contract award merely because of a below-cost bid. The determination of responsibility is not reviewed by GAO in these circumstances.
