Absence Resulting in Forfeiture of Annual Leave

A federal employee believed they were improperly charged with an absence without leave (AWOL) and as a result they forfeited 3 hours of annual leave at the end of the leave year 1977.

GAO holds that leave administration is primarily a matter for the employing agency concerned.
